ORDINANCE NO. 1686
AN ORDINANCE PERTAINING TO UTILITIES IN THE CITY OF GOODLAND, AMENDING SECTIONS 17-103, 17-202, 17-203, 17-204, 17-207, 17-301 and 17-304 OF THE CODE OF THE CITY OF GOODLAND.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF GOODLAND, KANSAS:
Section 1. Section 17-103 of the Code of the City of Goodland, Kansas is hereby amended as follows:
Adding the following new paragraph at the end of the current Section 17-103 after subparagraph (2):
Responsibility for payment of a bill: The City of Goodland will not threaten or refuse service to or threaten or disconnect the service of an individual for an outstanding debt on an account unless that individual either signed the service agreement on the account or agreed orally at the time the service was established to be responsible for the account. The only exception to this rule is when the individual and the customer who signed the service agreement or agreed orally at the time service was established to be responsible for the account, lived together when the debt was incurred and continue to live together.
Section 2. Section 17-202 of the Code of the City of Goodland, Kansas is hereby amended as follows:
(a) Customer charge in city: $15.00 per meter.
(b) Customer charge outside city: $30.00 per meter.
(c) Energy charge: $0.127 per KWH.
Section 3. Section 17-203 of the Code of the City of Goodland, Kansas is hereby amended as follows:
(a) Customer charge in city: $25.00 per meter.
(b) Customer charge outside city: $50.00 per meter.
(c) Energy charge: $0.11 per KWH.
Section 4. Section 17-204 of the Code of the City of Goodland, Kansas is hereby amended as follows:
(1) Customer charge, in city: $15.00 per meter.
(2) Customer charge, outside city: $30.00 per meter.
(3) Energy charge: $0.09 per KWH
(4) and (5) remain the same.
Section 5. Section 17-207 of the Code of the City of Goodland, Kansas is hereby amended to read as follows:
(a) Electric tap fee – within the City of Goodland. The applicant for a new electrical service installation or the upgrade of an existing electrical service within the City’s corporate limits shall pay to the City of Goodland, Kansas, for a standard electric service drop the following listed tap fee:
(1) Single phase: 0-100 amp: $25.00;
(2) Single phase: 101-200 amp: $200.00;
(3) Single phase: 201 amp and greater: $500.00.
(b) Electric tap fee – outside the City of Goodland. The applicant for a new electrical service installation or the upgrade of an existing electrical service outside the City’s corporate limits shall pay to the City of Goodland, Kansas, for a standard electric service drop the following listed tap fee:
(1) Single phase: 0-100 amp: $50.00;
(2) Single phase: 101-200 amp: $400.00;
(3) Single phase: 201 amp and greater: $1,000.00.
Section 6. Section 17-301 of the Code of the City of Goodland, Kansas is hereby amended as follows:
Delete paragraph (b) and add a new paragraph (b) to Section 17-301 as follows:
(b) The following monthly rates are hereby established and fixed for the consumption of water from the City’s water system outside the City’s corporate limits:
(1) Customer charge.

(2) Rates. The customers of water consumed outside the corporate limits of the City from the City’s water system shall be the same for the consumers of water from the system within the corporate limits of the City.
Section 7. Section 17-304 of the Code of the City of Goodland, Kansas is hereby amended as follows:
Amend the first paragraph of Section 17-304 as follows:
Applicants for new water service within the City’s corporate limits shall pay the following tap fees for each particular service. The fee shall include the tapping of the water main, service installation (not to exceed 100 feet), shut-off, meter box and meter. Such fees shall not include the service from the meter to the customer’s or developer’s building.
Add a new paragraph to Section 17-304 following paragraph (7) as follows:
Applicants for new water service outside the City’s corporate limits shall pay a water tap charge 50% greater than the fee charged within the City’s corporate limits.
SECTION 8. This ordinance shall be in force and take effect after its publication in the Goodland Star News.
PASSED AND ADOPTED this 1st day of February, 2016, by the Governing Body of the City of Goodland, Kansas.
