ORDINANCE NUMBER 1633
AN ORDINANCE PERTAINING TO ELECTRIC UTILITY RATES PROVIDED TO CITIZENS BY THE CITY OF GOODLAND AND AMMENDING AND REPEALING CHAPTER 17, ARTICLE II, SECTIONS 17-202, 17-203, 17-204, 17-205, 17-206, 17-207 AND 17-208 AND ARTICLE IV, SECTION 17-401 OF THE CODE OF THE CITY OF GOODLAND AS IT PERTAINS TO ELECTRIC UTILITY RATES.
BE IT ORDAINED BY THE GOVERNING BODY OF CITY OF GOODLAND, KANSAS:
ARTICLE I
ELECTRIC UTILITY
SECTION I. Monthly residential rate
- Customer charge: $15.00 per meter.
- Energy charge, in city: $0.127 per KWH
- Energy charge, outside city: $0.169 per KWH
SECTION 2. Monthly commercial rate, non-demand
- Customer charge: $25.00 per meter
- Energy charge, in city: $0.1086 per KWH
- Energy charge, outside city: $0.1511 per KWH
SECTION 3. Monthly commercial rate, demand
For those customers meeting the criteria as set forth in Section 17-201 of the Code of the City of Goodland to be classified as a commercial customer requiring demand metering the rates for electrical service shall be as follows:
- Customer charge: $15.00 per meter
- Energy charge, in city: $0.0986 per KWH
- Energy charge, outside city: $0.1511 per KWH
- Metered demand charge: $6.58 per KW
- All users in this section shall be subject to a demand charge. The current monthly demand charge shall be established by the highest measured demand (corrected for power factor if required) during any 15-minute period occurring during the current billing cycle, reset monthly.
SECTION 4. Monthly commercial accounts, multiple meters.
For those customers who have multiple accounts when the second and succeeding accounts are used for storage only and have usage of 1,200 KWH or less annually per account:
- Customer charge, per meter, per month: $15.00
- Energy charge: None
- Those accounts that exceed 1,200 KWH per year, shall be charged .1086 per KWH used in excess of 1,200 KWH. Any additional charges shall be billed subsequent to the city’s annual review of utility rates.
SECTION 5. Monthly industrial rate.
For those customers meeting the criteria as set forth in Section 17-201 of the Code of the City of Goodland to be classified as an industrial customer the rates for electrical service shall be as follows:
- Customer charge: $25.00 per meter.
- Energy charge, in city: $0.0955 per KWH
- Energy charge, outside city: $0.1353 per KWH
- Metered demand charge: $6.58 per KW
- The industrial accounts shall have a choice of billing as hereinbefore provided or they may pay an even demand rate, which will be an average of the previous 12 months demand usage. That average will be used to determine the account rate tier. Said average would be determined utilizing the demand charge from January 1 through December 31 of the prior year as stipulated in the tier rate agreement. Each February 1 the average will be recalculated.

SECTION 6. Monthly city rates.
- Energy charge: $0.0955 per KWH
- Customer charge: None
SECTION 7. Operational Cost Adjustment
A monthly operational cost adjustment will be added to monthly electrical utility bills for all classes of electric customers of the City of Goodland, Kansas. Said adjustment shall be known as the Operational Cost Adjustment Charge (OCA) and shall be calculated as follows:
- Calculate total monthly operating costs for the electric utility.
- Multiply the total megawatts billed to customers for the month by the base rate of $110.00 to obtain the total base costs. Deduct total base costs from the total monthly operating costs for the electric utility. The difference in operating costs and base costs is divided by the total number of megawatts billed for month.
- The operational cost adjustment (OCA) so determined shall be added to each customer’s monthly utility billing and shall be identified as CA.
ARTICLE II
LOW INCOME HOUSEHOLDS
SECTION 1 Electric utility rate
Any household whose total annual income is $15,000.00 or less shall be eligible for a monthly low-income electric rate, which shall be charged as follows:
- Energy charge: $0.100 per KWH
- Customer charge: None
REPEALER: CHAPTER 17, ARTICLE II, SECTIONS 17-202, 17-203, 17-204, 17-205, 17-206, 17-207 AND 17-208 AND ARTICLE IV, SECTION 17-401 OF THE CODE OF THE CITY OF GOODLAND ARE HEREBY REPEALED.
EFFECTIVE DATE: This ordinance shall take effect and be in full force and effect for all Utility Customers of the City of Goodland billed on or after September 1, 2012 and after publication in the official city newspaper.
